With this paper we show case examples of the applications of e-Government models, tools and the collaboration in diverse environments. It is structured to present two levels: European level and country level. For the European level there is the case of the European Commission Authentication Service-ECAS, a collaborative platform created by the European Commission and funded by the European Union via the Interoperability Solutions for European Public Administrations (ISA) Programme- JOINUP platform and European Cyber Security Month a European Union advocacy campaign-ECSM. For the country level there are details about Belgium, Finland, Greece, Italy and Romania. By presenting the information the intention is to stir the debate towards supporting a collaborative model of e-Government implementation.
Context
The subject of e-Government has been in the attention of policymakers in the EU for several years as a way to provide better public services to citizens and businesses through digital tools and systems. According to Malmo Declaration , by 2015 European public administrations should be ""Recognised for being open, flexible and collaborative in their relations with citizens and businesses. They use eGovernment to increase their efficiency and effectiveness and to constantly improve public services in a way that caters for user's different needs and maximises public value, thus supporting the transition of Europe to a leading knowledge based economy."" Furthermore there are eGovernmnet studies with accurate and up-to-date information on the state of play and there is the European eGovernment Action Plan 2011-2015 that aims to help national and European policy instruments work together, supporting the transition of eGovernment into a new generation of open, flexible and collaborative seamless eGovernment services at local, regional, national and European level. In addition, a new e-Government Action Plan will be launched in 2016, as foreseen by the recently adopted Digital Single Market Strategy for Europe.
Objectives
One of the objectives of this paper is to support the case for a collaborative model of e-Government implementation. Another objective is to present the specific case of public policy solutions in terms of collaborative platforms.
Methodology
The methodology used is desktop research with information from public sources alike the main website of the Digital Agenda http://ec.europa.eu/digital-agenda/en/digital-agenda-scoreboard and e-Government Factsheets http://ec.europa.eu/digital-agenda/en/news/national-egovernment-factshee... . The countries were chosen in order to represent a balanced geographical reach in the EU.
Sum up
The Digital Agenda through its policy objectives was a catalyser for e-Government in the EU, shown also by the data presented in the chosen five countries.
European countries participate openly to brokerage partnerships and development of interoperability for the benefit of their citizens, shown by the E-Government factsheets.
Road map towards the future: The metrics add an important value to the development of models and tools in a certain region and this example should be further stimulated. Legislation is an important part of the development, but it has to be followed by strategy planning and clear actions implemented in practice. At all times having in mind a multi-stakeholder approach.
